If the family moves to Bulgaria, the children receive a residence permit on the basis of "family member of a legally residing foreigner". The situation is somewhat different if the child is in a family of owners Residence permit is born already on the territory of Bulgaria.
Contrary to a common misconception, such a newborn cannot apply for Bulgarian citizenship. Nevertheless, he receives a residence permit. To do this, it is necessary to draw up the documents correctly.
For example, let's consider what steps should be taken by parents who are citizens of the Russian Federation.
Birth certificate
First of all, you need to get a birth certificate from the maternity hospital. To do this, you will need the passports of both parents.
On the basis of this certificate, the parents receive a birth certificate in Bulgarian at the Community at the place of residence (registration). It is better to ask for several copies of certificates for further legalization and translation. They are issued on the same forms as the original, only it says "Copy".
Information can be sent to the Community from the maternity hospital, or you will have to bring a certificate yourself. It takes about 10 days to produce a certificate.
Citizenship
Now a child can obtain citizenship of his country by the citizenship of his parents. To do this, you need to contact the Embassy of your country located in Bulgaria to clarify the list of documents.
For example, the following documents are submitted to the Embassy of the Russian Federation:
• Application.
• Parents' passports and copies of all completed pages (two spreads of the passport on one side of an A4 sheet).
• Internal passports of parents and copies of all completed pages (if such passports are available).
• Child's birth certificate (translated, legalized) and its copy.
• Parents' documents confirming their right to live in Bulgaria (cards Residence permit and their copies).
If one of the parents has changed their full name, it is necessary to provide documents about this or their notarized copies. If one of the parents does not have the citizenship of his country, is recognized by the court as missing, or his whereabouts are unknown to the other parent, this must also be documented.
Citizenship is assigned to newborns free of charge, this procedure takes one day.
Russian passport for a child
The next step is to obtain a passport. To do this, you need to prepare a package of documents:
1. Application for the issuance of a foreign passport of the Russian Federation. Before visiting the Consulate General, but no later than three days before this event, you need to fill out an application for website of the Consulate and print it in two copies on both sides of the sheet. Either parent fills out the application on his or her own behalf. You need to enter the data carefully, corrections on the printed document make it invalid. In paragraph 7, you need to indicate the details of the parent's passport; Paragraphs 10-13 should be omitted; Clause 14 must contain information about the child. If the applicant is registered in the territory of the Russian Federation, then in paragraph 8 (the purpose of obtaining a passport) you need to write "for temporary trips abroad". If the parent filling out the application permanently lives in Bulgaria and does not have a Russian registration, then the purpose of obtaining a passport will be "for living in Bulgaria". Paragraph 15 indicates the data on the last place of work of the applicant parent. If he does not work, then the dates are indicated in the column "Month and year", in the column "Position and place of work" you need to write "Temporarily did not work/worked", and in the column "Location" indicate the address of residence. Information about the child's occupation for newborns is not relevant. Point 16 is for the data of the parent's internal Russian passport (if he has one).
2. To obtain an internal passport (an old-style document for 5 years), you need 2 photos of the applicant and 3 photos of the child. The pictures should be matte, on a light background, size 35 * 45 mm, the face should be strictly full-face, the shoulders should be visible. You do not need to attach a photo to the application for a biometric passport. In this case, the photograph is taken directly at the Consulate General.
3. Birth certificate of the child (translated and legalized), its copy, confirmation of citizenship of the Russian Federation.
4. A valid passport of the parent and a photocopy of the spread with a photo.
5. For those who are registered in the Russian Federation – the original of the parent's internal Russian passport and photocopies of pages with a photo and a registration stamp.
You should come to the Consulate with your child. The fee is 18.5 leva for an old-style passport and 74 leva for a new-style passport. The processing time for an old-style passport is 10 working days, a biometric document is issued up to 3 months. For the youngest children, Consulate employees recommend issuing old-style passports, since in 10 years (the validity of a biometric passport) the child will change beyond recognition.
Residence permit
When the child receives a passport, it will be time to legalize the child's stay in Bulgaria. You don't need to go to Russia for this. To do this, the migration service needs a standard list of documents, including:
• a completed application;
• passport (and a copy of the spread with a photo);
• birth certificate (and its copy);
• receipt of payment of the state fee;
• proof of housing (a copy of the notarial deed or a notarized lease agreement with a declaration);
• a notarized declaration "for the child and for the child" (an obligation to provide the child with housing and material resources);
• Med. insurance for foreigners with coverage of at least BGN 60 thousand (valid until the expiration of the residence permit of one of the parents);
• account statement of one of the parents (BGN 6120 per year).
The child must be taken with you to the Migration Office to submit documents. Registration is carried out in the same way as for adults: after 2 weeks you get a permit and pay a fee. For family members of foreigners legally staying in Bulgaria, it is 150 leva.
A plastic residence permit card is not issued to children under 6 years of age. Instead, the passport is stamped with the foreigner's personal number.
After the expiration of the permitted period of stay, the residence permit is extended according to the standard scheme together with the parents.
