On May 29, 2020, the Minister of Health of Bulgaria signed an order to enter the territory of the Republic of Bulgaria, which entered into force on June 1, 2020.

Russia has expanded the list of traveling citizens Order of the Government of the Russian Federation of June 6, 2020 No 1511-r.
According to the Order of the Minister of Health of Bulgaria, entry
Not prohibited:
– Persons with the status of permanent, long-term or
long stay (residence permit) on the territory of the Republic of Bulgaria, as well as to their family members, and further in the text….
2 . The prohibition under paragraph 1 does not apply to:
a) Bulgarian citizens, citizens of Member States of the European Union (EU), the United Kingdom of Great Britain and Northern Ireland, Schengen parties (including the Republic of San Marino, the Principality of Andorra, the Principality of Monaco and Vatican City), the Republic of Serbia and the Republic of Northern Macedonia, family members of Bulgarian citizens, as well as persons who actually reside with a Bulgarian citizen, persons with the status of permanent, long-term or long-term residence in the territory the Republic of Bulgaria, and their family members;
(b) medical professionals, medical researchers, social workers and their supervisors, if the purpose of the trip is related to the profession they are following;
(c) workers involved in the supply of medicines, medical devices and personal protective equipment, medical equipment, including its installation and maintenance;
(d) transport personnel engaged in the international transport of passengers and cargo, crews of commercial aircraft and other transport personnel, as appropriate, including ship crews and vessel maintenance personnel;
(e) foreign officials (heads of state, members of government, etc.) and members of their delegations, as well as diplomats, officials of international organizations, military personnel, members of the security and public order services and humanitarian workers in the performance of their duties;
(f) persons travelling for humanitarian reasons;
- g) representatives of trade, economic and investment activities, as well as persons directly related to: the construction, operation, operation and security of the strategic and critical infrastructure of the Republic of Bulgaria, the implementation of projects certified in accordance with the Law on Investment Promotion, the analysis of projects of potential investors and other activities related to the economy of the country, certified by a letter from the Minister of Economy or another the Minister responsible for the relevant activities, as well as persons involved in shipbuilding and ship repair;
(h) seasonal workers in agriculture and tourism;
(i) border guards.
All persons entering the territory of the Republic of Bulgaria from the Kingdom of Sweden, the United Kingdom of Great Britain and Northern Ireland, the Kingdom of Belgium, the Republic of Ireland, the Portuguese Republic, the Kingdom of Spain, the Republic of Malta and Italy and from all third countries except the Republic of Serbia and the Republic of North Macedonia are quarantined for 14 days in a house or other premises where the person has indicated that he will reside, on the basis of an order issued by the director of the relevant regional health inspectorate or a person authorized by him.
There is an exception to the quarantine requirement for persons entering the territory of Bulgaria. Read about this in clause 6. Order of the Minister.
The relevant regional health inspectorate provides the Ministry of Foreign Affairs with information about quarantined foreign citizens (names, date of birth, document number, citizenship).
